Job SummaryAs the Manager of Foster and Care at CK Family Services, you will be responsible for the daily operation of client case management including: providing supervision to Case Management Supervisors and Case Managers, monitoring the progress of the children in care, support/guidance, and training for staff and foster/adoptive parents. You will also ensure program quality and compliance with all Minimum Standards and Contract Terms
General Responsibilities
- Assist the Director of Foster Care in providing oversight of Foster Care Services. Monitor the progress of children and families in accordance with the vision, mission, and goals of the Foster Care program.
- Supervise Case Management Supervisors. Facilitate routine meetings with Foster Care Supervisory staff for 1:1 supervision, coaching, and support. Provide professional growth and development; create, communicate, and monitor goals and objectives; evaluate and provide constructive feedback; conduct performance reviews.
- Provide effective oversight of Case Management Supervisors in assuring Case Managers are working efficiently and effectively. This includes timely submission of paperwork and effective support of families.
- Routine monitoring of Case Management audits and feedback given to Case Management Supervisors. Ensuring both children’s and families’ charts are compliant with Standards and Contract Requirements.
- Timely and accurately report all calls from Abuse/Neglect Investigators or Licensing Representatives regarding investigations, inspections, serious incidents or any other concerns to the Director of Foster Care and Director of Policies & Regulatory Affairs.
- Staff 30-day notices with appropriate parties
- Conduct debriefings with foster families and Case Management staff as needed regarding discharge notices to ensure appropriate efforts are being made to prevent placement disruptions. Review negative move summaries to analyze data for trends and report results.
- Responsible for effectively assigning and monitoring the use of Parent Trainers in foster/adoptive homes. Reporting concerns to Director.
- Partner with CKBH management and supervisory staff to ensure positive collaboration and customer service
- Develop and write policies and procedures as directed by the Director of Foster Care. Yolanda does currently
- Develop/lead coaching sessions and trainings for staff and foster families as needed regarding any areas of concern or trends identified.
- Assist the Director of Foster Care in the creation and monitoring of the On-Call rotation schedule. Be available to participate in the on-call rotation.
- Assist the Director of Foster Care to ensure timely and accurate Utilization Review in accordance with the TFFC contract for all Treatment Foster Care children referred for placement.
- Attend and facilitate Team meetings as needed/scheduled to provide clinical insights and guidance. Ensure any needed documentation for Team is completed by the Director.
- Review and ensure proper implementation and documentation of any needed safety plans.
- Provides support to foster/adoptive parents when Case Management Supervisors are not in the office or when higher level consultation is required.
- Partner with CK Intake management and staff as needed to ensure collaboration and efficiency in the placement process of Foster Care children.
- Oversee timely submission of leveling documentation.
- Supervise the development of appropriate and timely Individual Service Plans and addendums for children placed in foster/adoptive homes.
- Meet with preservice families as needed for education, relationship building, evaluation, screening, and vision casting.
- Participate and review internal investigations as needed or directed.
- Oversee auditing of child files, family files, training records, and other information for quality assurance, staff feedback, and in preparation for external audits. Provide corrective measures for inadequacies, and report all inadequacies to the Director of Foster Care.
- Timely assign all newly licensed families to case coordinators, and supervisors. Oversee even distribution of families to case management staff to ensure caseload proportions are maintained, and proper hiring decisions can be made.
- Open and process mail / e-mail daily in a timely manner.
- Answer phone, collect messages and respond to requests timely and accurately.
- Represent CK Family Services in the community by attending and or speaking at meetings or events as scheduled.
- Maintain confidentiality as required by government law and regulations, as well as maintain compliance with all CK Family Services policies, procedures, and state and federal laws.
- Maintain high standards of professional, technical, personal conduct and competence for subordinate personnel.
- Report any Serious Incidents, including suspected child abuse or neglect, immediately to the Abuse and Neglect Hotline and Director.
- Provide training, information, performance evaluations, guidance and instruction to staff as needed or as directed.
- Assist in the implementation and monitoring of other foster care services that fall under the Foster Care umbrella like ICPC, Kinship, TEP, etc.
- Seek to develop collaborative relationships with community stakeholders and contractors of the Foster Care program (DFPS, SSCC’s, RCCR, CASA, the Court, etc.)
- Receive notification of Incidents from Case Managers. Direct Case Manager in appropriate course of action checking for accuracy and closure of issues. Notify Director immediately of any issues.
- Maintain high standards of professional, technical, personal conduct and competence for subordinate personnel.
- Maintain compliance with all CK Family Services policies/procedures, and regulatory compliance, to include all state and federal laws.
- Perform all other duties and tasks as requested.
Qualifications
- Master’s degree in a Human Services field
- LCPAA licensure is required when eligible
- Three (3) years of experience working with at-risk youth; Two (2) years of supervisory experience
- Excellent organizational and follow-up skills.
- Excellent interpersonal skills and demonstrated ability to effectively communicate orally and in writing with a variety of people; maintain confidentiality
- Ability to motivate people; ability to develop and exercise good supervisory skills.
- Ability to be on-call as necessary and respond immediately to on call pager or phone.
- Good character, personal attributes and mannerisms to be a good adult role model for clients and their families, and as a professional for case managers under supervision.
- Ability work effectively under stress and remain flexible in changing situations.
- Ability to concentrate on moderate to fine detail with some interruption; ability to attend to tasks and functions for more than 60 minutes at a time.
- Ability to understand and relate to multiple ideas and the concepts/theories behind the ideas; ability to remember multiple verbal and written tasks/assignments over several days and occasionally up to several months.
- Proficient in basic computer skills that include but are not limited to data entry, MS Office, jobsite portals and company software.
- Ability to participate in training and facilitate training as required.
- Perform the physical demands of the position
- Ability to use up to 100 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 10 pounds of force continuously to move objects and/or people;
- Ability to walk frequently; stand or sit for prolonged periods of time; squat occasionally, climb stairs infrequently, and kneel and twist as needed.
- Sufficient good health to properly fulfill all role responsibilities. Employees shall not be permitted to work who have infectious diseases or skin lesions for the duration of the communicability.
- Ability to perform moderately difficult manipulation such as writing, typing, foot and hand-eye coordination required.
